Hover Window Settings closed: Please check your Sogou input method Settings to ensure that the hover window Settings are not closed. You can open the Sogou input method setting screen, find the "Floating window" option, and ensure that the "Floating window switch" is enabled.
Floating window moved out of the screen: You may have inadvertently dragged the floating window out of the screen, causing the floating window to be invisible. You can try holding down the hover window title bar and dragging it to move it to a visible position within the screen.
